NEED IMMEDIATE HELP - I think my Intel I5 4690K is crapping out on me

So how I noticed this is while playing a video game i would get random spikes of lag while having other stuff open like soundcloud or spotify. And when I checked task manager I saw that my cpu was reaching 97-100% usage while in game. So I was like why is this happening? And when it hits that 97-100% mark, another program spiked up to like 30-40% usage randomly. My temps are fine (maxing at 60 degrees celsius). And I just cant figure this out no matter how hard I try, i think its just crapping out on me. OPEN TO ANY SOLUTIONS. MY PC SHOULD NOT BE HAVING THESE PROBLEMS.

CPUs don't get slower when they die - you start to get bluescreens, random shutdowns, and then eventually you won't be able to power on your PC. This sounds like software - like maybe you have malware on your system, something running in the background, a misbehaving Windows service, etc.
 
The symptoms you describe can not be caused by a CPU that is "crapping out" on you.
Look at CPU temps. Is the PC thermal'ing?
Are all your fans turning as they should?
Do you have obstructions for the air going in or out of the case?
What else are you running in the background?
How long since you last opened it up and gave it a good cleaning?
How long since you last re-installed the OS?

What a quick and simple 90% solution?
backup your important data.
Open the case and observe the fans to make sure they are all turning.
shut down the PC,
open it up and carefully clean it. Make sure there is nothing blocking any of the fans, or otherwise obstructing the airflow.
insert your OS DVD
Format your C:\ drive and re-install the OS.
Patch everything and get your games back.
Ultimately this will give better results in 90% of the scenarios and in less total time. But for some reason lazy users view this as the PITA method even though it is comparatively faster than spending the 4-5 miserable days most users need to trouble shoot issues and systems they don't fully understand. I hate doing it too, guess that makes me lazy as well, but I can tell you I did it recently and in total it took me far less time than it would have taken me to trouble shoot system components I am VERY well acquainted with. Not saying this is a panacea or some magical answer to everything. But it is typically the fastest way back to what is truly a 100% fix not some cludge. If cleaning alone doesn't resolve this, consider this as a next logical "full-fix" step.
 
I think I would look into spotify personally. I don't personally use it but a quick google search of 'spotify cpu usage' leads to people saying 'spotify - huge cpu usage, any response from spotify?', temporary workaround for high cpu usage with spotify (dated back to 2014), insane cpu usage with an i5 4590 where spotify is using over 40% of the cpu on win7, high cpu usage on macosx and it just keeps going.

That to me says it doesn't matter if it's win10, win7, osx, it's been a problem from years ago, last year and so on with people suggesting fixes, unable to find solutions and on and on. No hardware can overcome poor software. I would have looked into some of the community posts on the spotify community pages but it keeps resulting in errors "an unexpected error has occurred" so seems their website isn't functioning properly either. This personally wouldn't gain much confidence from me as a user but that's just my opinion. At a glance it seems their website is working about as well as their software.

well as I said the temps are fine and ive had this computer for under a year. I do want to do a clean install of windows however. What are your recommended steps for reinstalling windows
 


I'd still clean it just because it is good to do so from time to time.
To re-install:
backup your data to a different hard drive, usb stick or online site (like ADrive or DropBox). Be sure to get anything you might miss. Letters, spread sheets, work files, your mail PST or OST if you have one, saved game files, photos, and any other file you value.
Put your OS DVD in the optical drive or use your system recovery disks if it was bought pre-configured.
Re-Boot your PC, select the optical drive as your boot disk (or if you have a factory re-set partition or equivalent use that.
When prompted to select a disk, select your BOOT partition and then delete that partition.
Re-Create the partition
install the OS to this new partition.
Once the OS boots from the HD for the first time, it will probably need you to put your drivers disk in the optical drive. If you do not have a drivers disk then BEFORE you re-install, do to the motherboard mfg's web site and download all your needed drivers. Get your network card (NIC) drivers as well (if you aren't using the NIC built in to the MB),

Once your system is up, install the anti-virus, patch the system (this will take multiple boots), keep patching until no more patches are available.
Install your graphics card drivers
re-install your software

So I did all of that and i went head and cleaned my SSD so I could have a full reset on my pc. But it turns out that even after all of that my cpu usage is still very high when playing games. It gets to the point where I cant simply complete the task of listening to music and playing the game without occasionally hitting 100% - im going to make a whole new post and revert you there with all the new info.
