Fallout 4 I5 bottleneck, game too slow to run

My rig is intel i5-6600 CPU @3.3GHz
16G ram
Geforce GTX 960

Running windows 10 home. Graphics drivers up to date. When I try to run fallout 4 and actually start or load a game, cpu usage goes up to 98-100%, and the game lags so bad I can move the mouse, and 5-10 seconds later the screen will move a bit. I get the same results whether I have graphics set to high or recommended settings, or if I turn every option in grapics down to minimum.

Ideas/solutions?

Run 3DMark also, FurMark is an openGL test, try something less specialized.

Your card seems to be a bit under what it should be getting in FPS in FurMark but that may depend on the resolution you ran it at.
You're probably going to want to check a couple of things, like making sure your monitor is connected to your graphics card and not your integrated graphics. You're going to want to check your CPU temperature using a program like HWMonitor, your symptoms do indicate you might be running into thermal throttling. If your CPU temperature is shooting up above 90 degrees celsius, check to make sure your CPU cooler is firmly secured.

would the temp jump up fast enough to do that from second 1 of actually running the game? Also have plenty of fans and cooling and havn't found any sign of heat problems. The computer is freshly built too.
 


If the CPU cooler is poorly mounted that can happen. Though, as hang-the-9 said, you might want to try some other games and see if you run into similar problems.

I got a score of 2474 with 41fps with max temp of 57degrees C on furmark gpu stress test.
