GPU Fans wont spin.

I have had a 280x 3gb from gigabyte for 2 years and some months..
Yesterday I was messing around with sony vegas when my computer suddently went off.
I opened the PC, touched the graphics card and it was very hot.

After it was cooled, I turned on the PC, and noticed the fans didn't even work on startup...
I reinstalled drivers, nothing happened.
I installed Msi Afterburner, set the fan speed to max, nothing happened.

Is there a way to fix this?

btw: All 3 fans stopped.

First of all you need to TOTALLY remove all the old drivers. Use this link.

Note:
Select the respective company(i.e Nvidia or ATI) drivers to be uninstalled.
Use clean and restart option.
And then install the new drivers after rebooting.

BTW what PSU do you have and do you use a UPS?

I have a 650w from corsair, I dont use a UPS. My motherboard is the asus z170 pd-3 it has protections...

They never spin, and I can easily spin by hand.
