CPU clock speed stays at same speed always

My processor intel core i5-4210u has a turbo boost frequency of 2.7ghz. Now, by putting my battery settings to max, I can go up to 2.5-2.6 ghz. However, lately I discovered that my speed is stuck on 2.3ghz. There's also been a marginal decline in my performance. Is there some way of changing it to how it was before? Thanks in advance.

Thanks for replying. Yes, max performance obviously. It's the same power setting I always use.

No, I always check task-manager, though I once had passmark on my laptop - I deleted it now. At any rate, I have swapped from high-performance mode to power4gear performance which is basically the same. The effect is the same: 2.3ghz. When I reduce my power settings to power saving mode, it drops to around under 1ghz.

Turbo boost does not enable if the program you are using uses all your cores from your CPU.
What turbo boost does is basically higher clock speeds of 1 core and lower clock speeds of others when the program you are using only needs single core performance.
Sometimes when the CPU hits high temperatures it reduces its speeds to cool down. What are your max temperatures on your CPU at full load?
