why does my laptop not use all available RAM?

Hi everyone :) First timer here posting a question.

Have a dated Lenovo Y510P with 16gig ram and Nvidia SLI 755 M with 2gigs and have recently upgraded OS from 8.1 to Win 10 Home. Have recently started fiddling with overclocking and keep track of things with Open hardware monitor which is great, then I noticed that only 4.1 gigs of ram are used after titles like Wolfenstein new order and Borderlands2.

Just wondering how come? and can I do somthing more to get a little extra juice out of my old laptop?

Wolfenstein New Order & Borderlands 2 don't need any more than 4GB RAM so that's all they will use regardless of how much more is available - - you can't force them to use more:

The advantage of having more RAM than any one game or app requires is that it allows you to run several applications simultaneously without Windows slowing to a crawl because of insufficient free memory.

If those games aren't performing well, your laptop may be lacking in other vital areas, eg the CPU & GPU capabilities.
