it will say downloading and remain at 0% for a long time (hours), just let it sit overnight. when you restart it will say configuring updates, don't shutdown windows, and again it will take a long time.

just be patient.

windows 7 came out long time ago, updating after fresh install takes forever.

You could lets its do its thing which will be a long wait. If you want to choose what updates you want to install then you should cancel the download then. There are some updates that you may want to avoid such as telemetry updates and the "Get updates for Window 10" updates.

So i did the offline updates, it took 2 hours to install after i went to shut down and when it when to configure them when it turned back on it said it was failed, it said wait 30 mins, i waited 2 hours and nothing.. so i reinstalled windows again and the microsoft website dosent seem to want to download anything.
 
It just takes time to find updates for a new window 7 install. But you shouldn't install all the updates in one go, it would be more likely to fail.
Just manually update Windows Update Agent, then System Update Readiness Tool and K3138612. Then run WSUS offline.

i have completed update agent part but when i try to download the other files it says. "We are sorry, the page you requested cannot be found."
 


I can still access these pages just now but it seems to be loading a bit slow.

I can access them but however when i click download it says that.
