So I tried everything.
Aero is on.
Vsync is on / adaptive.
VLC and Chrome both have Vsync on through the Nvidia Panel.
STILL, I get tearing while watching films on VLC / MPH and youtube.
My computer is a HP Zbook15 with a Quadro KP2100 card.
FML.
