will the 925 bottleneck the 750 ti? or how about phenom II 955?

Actually, the GTX750Ti is faster than the R7 360: http://www.tomshardware.co.uk/gpu-hierarchy,review-33383.html but a good deal slower than the GTX950 (it's not in that chart but sits one or one-and-a-half tiers below the '960).
At such a low res you'll be OK with the '750Ti though, just get the 2Gb version, even at that res a 1Gb card is going to struggle with memory limitations in current AAA games.

The venerably PII 955 is still a useful gaming part, but you may just try overclocking the current one and see if you can get close to the 955s' speeds, just be VERY aware that you WILL need a better cooler to tame the heat!

If overclocking isn't your thing, you need to check the motherboard makers website to make sure it'll take a PII...

Maybe a little bit but I don't think it will make much difference at that resolution. The only difference between the two CPUs is the clock speed. I would recommend moving to a new CPU since these are getting old now.

Your GPU is going to be more of a limiting factor on "modern" titles, as that is definitely a "budget" GPU. At your resolution, you'll see definite improvement by switching to an R7 360 or the GTX 950 (http://www.tomshardware.com/reviews/best-gpus,4380.html); the former is Tom's choice for maxed-out 1280x720 resolutions, the latter is the "playable" choice for 1920x1080 resolutions.

At some point, you'll probably want to replace your CPU as well. You could go for a brand-new build, which at this time would be best served with a Skylake-based i5 & DDR4 build. However...if you don't have the cash for that (especially if upgrading your GPU), then you might want to upgrade the processor. Depending on what your board can handle, even a Phenom II X4 975 would be a good upgrade (5th- to 3rd-tier), but if your board can handle it an FX-8320/-8350/-8370 would be even more ideal (5th- to 2nd-tier), & would extend your build a little longer (http://www.tomshardware.com/reviews/cpu-hierarchy,4312.html).

Sourcing such an old part will mean a sweep through E-bay, Craiglist, or your local equivalent for a used component, it's VERY unlikely you'll come across any unused parts; Usual rules apply here, check the sellers feedback, don't bid too much, pay by credit card and there is plenty of well established sellers that trade these parts for a living, they're your best option for a smooth purchase and good service (provided their feedback is good ;) ).

Thanks! Appriciate all the feedbacks, ill probably wait and see what AMD has to offer with thier upcoming Zen and polaris or nvidia's pascual, for now ill just use what i have, i think its the end of the road for my old computer,
 
The hierarchy charts are wrong, the r7 360 is plainly better than the 750ti in the real world.its a reiteration of the r7 265 with a few improvements & that card actually sits above the 750ti on that list.
If you're UK or USA it can actually be had cheaper as well.

As stated your old phenom will hold you back irregardless , a 2.8ghz base clock is going to have a hard time hitting 40fps in those listed titles.
Still playable IMO though.
