Should i buy the Amd athlon x4 860k(already have an fm2 mobo)
Or
Intel i3 6100 with cheap mobo
PS:- I have an gtx 750 1gb
My requirement:- make my rig future proof(res 1366x768p)
On a tight budget of under 150 dollars

You won't be able to do much future-proofing for that amount. However, with the i3-6100 and a "good" board, you have an upgrade path to a faster platform. Can't say that with the FM2/FM2+ platform.
As long as you stay with the 720p monitor, the GTX 750 should be OK for most games.

An APU is a waste of money since he has already has a discrete GPU.

Most games won't take advantage of all the cores of FX CPUs. In well threaded games the FX 6300 may pull ahead, but the i3 will outperform it on average, especially in games that rely primarily on single threaded performance. Even an FX-83xx is outperformed by an i3 in many games. Plus, as mentioned above, going with an i3 provides a decent upgrade route.

To satisfy your opening demand, yes. You wanted to "future-proof" the build for $150. And you only gave two choices. The 2 core/4 thread i3-6100 will be as fast as the 4 core/4 thread Athlon x4 860K and in some games, faster. The 860K is the top of the food chain for the FM2+ platform. The i3-6100K can always be upgraded to an i5 or i7 as funds allow.
