White line on screen problem.

Hello all, I use Windows 7 SP1 today a white line appeared close to top of the screen and looking like chrome tabs silhouette line(can't be seen over black color). I updated GPU drivers, physically removed and reinstalled GPU, changed hdmi cable but nothing changed. Is that a screen burn? If it is how can it take that shape? Thanks for the answers.

Edit: I just connected PC to TV via HDMI cable, seems like no white lines or marks on TV. Now it sounds like monitor problem, my monitor is Samsung S23B550.

Thanks for the answer.
I tested the monitor with my PS3(using the same HDMI cable that I connected to TV) and line is still there unfortunately. What kind of hardware fault can cause this?
 
I'm really not that well versed in monitors or how panels work/behave but I'm guessing it could be something like a really bad case of dead pixels? Then again I am purely taking a guess, hopefully some of the more experienced members have some solutions to offer.
