The board will not POST or respond (no fan, no lights, no response to power button) to any setting other than "auto" for the multiplier. This includes the CPU's DEFAULT multi. Everything is set at default specifications. This is the only setting that causes a problem.

Does this sound like a bad board?

UPDATE:
Alright so I replaced the board with a newer model gigabyte board and everything worked or seemed to work fine. Now i enabled HPC mode, set the fans to pwm mode and enabled CPU unlock and upon saving settings it shut off and will not power on?

That is correct. However, this system was already running. This is the only value i have encountered that causes the issue. Basically any value which isn't "auto" fails. Surely this isn't normal, right?
