Intel VS AMD - Low Framerates

Hey guys,

I just set up a secondary gaming PC with a 980 Ti (ASUS Strix) and am a little upset to be getting no more than 20-30 FPS on Fallout 4 (Ultra). I am beginning to wonder if it isn't my CPU. I am running with the FX-8350. I knew that this CPU was going to be a little low-end, but 20FPS? Would I really see much of a difference jumping over to the new Skylake i5, or is it just Fallout 4 being a poorly optimized, single thread using game? I am a little stumped and figured I would ask before spending more money on something I don't fully understand.
 
Solution
I still recommend you try a different game (or at least change settings) before taking any action.
While your FPS is low, its not unheard of.

Right, but with a GPU like that, I shouldn't have to worry about dropping anything. Is it possible for the CPU to choke frames that hard? Is it likely with a CPU like that? I know that per-core performance matters, but it isn't really anything to spit at.

Even with everthing maxed out and HBAO+ on i get more than 20-30 frames. so you should be getting a lot better. something else is wrong. Even with zero overclock on my FX 8350 i don't get 20-30 frames.

I haven't tried OC'ing yet, but I do have another PC with a 4790K in it. I pulled the Titan from that machine and put the 970 in it. The 970 with the 4790K blew the Titan X/8350 combo out of the water. I just looked at benchmarks and I am worried I will still have an issue or not see that big of a performance boost if I upgrade my CPU to something Midrange Skylake

I get 60 FPS in doors. I get around 45 MAX if I am lucky, but it tanks to as low as 20FPS and hovers around 30FPS most the time. It is unstable if anything. Not playable for me.

Well, I just jumped on, walked 4 feet, and around the corner there was:

-Pack of feral ghouls
-Friggen Deathclaw
-Pack of Raiders
-Another pack of raiders.

May have accounted for the issue. I fast traveled to somewhere else and it is 60 FPS solid. Thanks for the help. Guessing my next upgrade will be CPU because my i7 would have eaten that scenario, but at least it isn't as bad as I once thought :)

Your GPU are definitly bottlenecking if FO4 dips to 20 fps. I use a single 980 ti as well, but can maintain 30 fps at ease with everything maxed out at 4k resolution. I use an intel i7 5820k and hasn't had any problems with fps dips so far (in general).
My advice get a decent i7, no point in mashing an extreme GPU like 980 ti with a mid-range CPU.
