The bottom line is that the GT 730 is not a gaming card. It's ok for low settings on most games, maybe medium on some light duty games, not much else. Mostly it's simply an upgrade from integrated graphics or for systems that have no graphics at all. It's very low end. It's not meant for gaming at all really, although like I said, it will work for very low demand games. Nothing is going to change that fact.
If you want to run modern games, any popular titles, at anything above the lowest settings, you're going to need a graphics card that is intended for gaming. Minimum I'd recommend, minimum, would be something like the Nvidia GTX 750 or 950, or 270x or 370 on the AMD side. That would probably give you medium-ish settings on most...
