Unplug the wall power, reset BIOS using the motherboard jumper, hold in the power button in for about 30 seconds. Then plug in the power supply and try again.
Reseating the connections and RAM will also be a good idea.
Past that, it may be a bad power supply, possibly bad motherboard. Look over the motherboard for any puffy or cracked open capacitors.
