No display on gpu, fans spining

A friend is upgrading his brothers gpu.He replaced an old 8600 with an less old HD3850, after plugging the card in and booting the fans start spinning but the screen stays black, when he boots up the screen on the motherboard it does start up and gets into windows so it isnt any other component that causing the problem. He is using a dvi to vga adapter to hook up the gpu to the screen. Is the card just dead or is there anything else that could be causing the screen to not dipsplay anything?
Pcie is plugged into the gpu and it is inserted correctly
The computer is running on win 8

that 860 is it a gt 8600 so it have nvidia driver in the system so put her back remove driver then try the hd3850 and let system find thecdriver and if there still no picture on monitor card could be out also did you plug in the 6 pins power cable from psu .
