Im looking into buying a new GPU this and I was looking a few options. Cards like the gtx 980 and the "ti" variant caught my eye, but when compared to some of the much cheaper AMD cards (not so much the ti, but it's expensive) like the r9 290x, they seam kind of overpriced. I was wondering if anybody could help me pick the best gpu for the 260- 400 dollar price range.

The raedon r9 390 is a perfect budget CPU. It comes with 8GB of VRAM, making it the best GPU for ultra settings @ 4k. Some people may spot some bad things about it, such as its low speed core clock, but this can easily be overclockable, using MSI burner. However, I recommend the GTX 970 if you're CPU is a low end one. Also noting that if you don't play 4k, get the GTX 970 since you'd be wasting you're money on so much electricity (as the Raedon R9 390 gobbles up lots of electricity).

-- 1080p: they're recommending a GTX 950 (ok) or 970 (best), although the R9 380/380X would be somewhere between the two & definitely under your budget.
-- 1440p: R9 390 comes in under your budget limit as the "OK" option. The 390X would be better, but is just a tad outside of your price range.

Here I have some benchmarks for the r9 390 vs 390x (please note that I may be using different PC parts than you so the results can be different but this is a comparison)
Battlefield 4 Ultra Settings 1080P:
Raedon r9 390 has 82 fps. Raedon r9 390x has 86 fps
Crysis 3 ultra settings 1080p:
r9 390 has 51 fps. r9 390x has 52 fps.
Far cry 4 ultra settings 1080p:
r9 390 and r9 390x have same result of 75 fps
Tomb raider ultra settings 1080p:
r9 390 has 67 fps. r9 390x has 70 fps.
Gta v very high settings:
r9 390 has 63 fps r9 390x has 69 fps.
Overall not very big difference.
