GPU: Gigabyte GTX 960 Windforce 2x OC 4GB

I recently built my m-itx build and as you can see from the specs it is definitely more of a budget computer, however, I was wondering if my processor would be hindering the performance of my GPU because I've been getting very low FPS (around 100-110) on even very low settings and this is comparable to the performance of my laptop which has a 650m (also getting around 110 FPS). So I was wondering if this is a hardware problem, or a driver problem, albeit I've already reinstalled my drivers. I play on 1280x720 on with two monitors. I also play without V-sync on b/c screen tearing isn't really an issue atm. I've asked people in computer stores and they say that I should be receiving around 200+ frames which is why I am wondering if there really is a problem or if that's just the limitations of my build. I will really appreciate anybody's help on this matter, and I can provide more info if needed. :)

First, 110 FPS is not what I would describe as very low FPS. Your 720p monitors are almost certainly 60Hz, meaning that anything over 60 FPS cannot be displayed anyways.

Second, you didn't tell us which game you are referring too. It's very likely that your AMD CPU can't put out more than 110 FPS even if the GPU still has power to spare. Like I said before though, this isn't actually a problem since your monitor can only put out 60 FPS anyways.

I have a CM V550 Gold for the PSU and the the temps are around 36 degrees for the GPU, havent looked at the CPu temps tho.

Sorry, that was poor phrasing on my part. I have two 1080p monitors and I just play in 720p resolution and I was referring to CS:GO.

That doesn't really change the main point of what I was trying to say. Your monitors are still most likely 60Hz monitors. This means that they can't display any more than 60 FPS. What is output to your 60Hz monitor would look the same whether you are getting 60 FPS or 300 FPS.

The only way that what you are describing would be a problem is if you bought a 144Hz monitor but these are the exception and not the rule. Most monitors are still 60Hz.

If you do have a 144Hz monitor you will probably need to buy a new motherboard and CPU because it's probably the x4 860k holding you back in CS:GO, not the 960.

If i were you, I would just bump the resolution up to your monitor's native 1920 x 1080 resolution and enjoy the game. Things will look sharper and you probably won't see a big FPS drop from what you are getting now at 720p. Either way you will still be above 60 FPS so there is no actual problem.
