Well I can tell you without much doubt that when you connect a hard drive that has a serious error or has failed in anyway.
Be it mechanical wise to do with the disk platter not spinning, or disk damage to the magnetic disk platter.

Or the read and write heads of the drive malfunctioning.

It will cause your system to load very slow or prevent windows from loading.
If you had what we call a hard error on the disk due to a damaged platter or bad read and write heads of the drive.
Rather than messing around with it return the drive to where you bought it from for a replacement via RMA procedure.
If bought brand new.

Every hard drive should have as a minimum a two to three year warranty on it.
Provided it is made by a recognised company...

Provided it is made by a recognised company such as the manufacturers in the list bellow.

Toshiba.
Western Digital.
Hitachi.
Seagate.
Samsung.

If your drive is not in the brand list, you will have to check what the conditions and warranty are for the hard drive you bought.
It`s the best and only advice I would give to anyone.
