is i7 4790 without k good for graphic design ?

i bought it last week and i wanted to know what the specs of it ?
i feel that my computer is a bit slow when doing normal processes like opening a folder ,,, etc

Gpu : Zotac gtx 960 4gb
Ram : 8gb
Win : 7
Hard drive : Seagate barracuda HDD ( ST1000DM 003-1CH162 SCSI ) 1 tb (only 300 gb is free)

i used to have :
Amd athlon 64 x 2 5000+
amd hd radeon 6450
ram 4gb ddr2

and i feel no difference
 
Solution
The 4790 is a great CPU. The "K" just has an unlocked multiplier for the overclocking crowd.
Some of your speed issues come from accessing the HD.

The hybrid HD should speed up a lot of tasks. I went from a Q6600@3.8GHz to a 4790K@4.75GHz and I will admit some things are really no quicker on my new setup than my old one.
I didn't upgrade my storage when I did my build so I am still using a mechanical HD.

With the i7 the graphic tasks (i.e. Photoshop, Illustrator) will be faster, but accessing folders has to do with the HDD. Get a SSD and your computer will fly. It is a very big change.
I got a very cheap SSD for my 2.33GHz Core 2 Duo, and it is like using a new computer.
