Hello, so i've been trying to solve my problem for a long time but yet couldnt find a solution. Basically all of my games stutter. For example rFactor 2 (everything on full) solid 70-80fps still not smooth, League of Legends (everything on very high) 200+fps but below these fps I can feel the input lag (turning on vsync makes it even worse). CSGO pretty much the same. Could it be my monitor or defected dvi cable?

My rig:
Intel i5-3470
msi Geforce GTX 750ti
Asus P8B75-V (LGA1155)
Ballistic ddr3 CL8 8gb (2x4gb)
Corsair VS 550W
Windows 7 64

Solution
Have your done the following:
1-did you update video card drivers?
2-did you update Microsoft Visual C++
3-Is Microsoft NetFrameWork v4.5 installed?
4-did you update DirectX?
5-install the latest game patch?

This is the worst and last answer you want to hear :)

Sometimes the only solutions is a fresh windows install. If you never figure it out, 99.99% of the time, a new windows install is what is needed. Your call :)

Did these games update when this started happening. CSGO does that all the time and you loose frames and it becomes a bit slow. V-sync always tends to make the games stutter for me.

Where there any changes you made that caused this to start happening. Graphics driver update, etc.

9 times out of 10 its something software related. A lot of times it happens when certain things conflict with each other.

40 FPS in csgo is really bad. You probably have V-sync on and all settings maxed out. Turn the settings down in the game and turn v sync off. Low is really not that much different than high in that game.

I would try to do a system restore to a point when everything was working ok.

No, just default setting, didnt touch anything and vsync is off, Extreamely low FPS for that game to be honest.
I dont have any system restore points unfortunately, gonna try uninstalling some thing to see if its software related.
