No, only certain Z170 boards such as Asrock Z170 boards with their Sky OC can overclock locked Skylake chips.
...and Sky OC has recently been pulled by ASRock. Long story short... it is too hard to ensure stability overclocking a non-Z type motherboard and non-K series CPU. The manufacturers can get the MB to overclock, but at a great effort they don't want to support. If you want to overclock, just bite the bullet and go with a Z170 board and K series CPU. ...and an aftermarket CPU cooler.
