Make MSI R9 380 4GB quieter when playing Rise of the Tomb Raider

Anyway I can make the graphics card quieter when running Rise of the Tomb Raider?

While playing the first Tomb Raider game the card is really quiet and looks just as good.

Any settings I can change?

Use MSI Afterburner to check temperatures after your gaming session, doesn't have to be long, but give it at least 10 minutes. Then, manually lower the fan speed (RPM) to about 40%, and see if the temperatures are below 80C. I have my XFX R9 380 at 40% and I can't hear the fans, temperature max out at 69C for me.
The new RoTTR game is a lot more demanding that the previous one-I've both and TR can exceed 120FPS (freesync display) but I can't get near that kind of frame rate with RoTTR.
I suggest: Set the game to medium, maybe high and turn off real hair. Use the Crimsom framerate Target Control option and set it to 50, maybe 60, the intention being to reduce the GPU workload.

On the hardware side: What is the system? How many case fans are installed? All AMD cards like a well ventilated case and, as a side note, some are quieter than others.

Just after I posted the card was a lot more quiet and bearable and I had an update for it and/or the Crimson software. I've changed the target control as you've said and will/might report back.

I've got a F2A85-M PRO motherboard, 16GB ram (12 GB useable) AMD A10-6800k APU 4.10Ghz.
One fan on the CPU, the graphics card has two fans on it. I think its a well ventilated case.
