Windows XP Installation - Stuck during blue screen at the begining of setting up installation

Hi guys,
I tried to install Windows xp on older computer (it woudn't boot the one that was on it).
When it comes to loading drivers and asks me to press F6, and stuff, after it gets to message:
"Setup is starting Windows"
After that i waited 2 hours, nothing happened, it's just stuck, next time it shows BSOD, something like in this video https://www.youtube.com/watch?v=3nF_27m-AyI

So, is it hardware related issue ? (HDD or RAM ?)
How do i check if those work correctly, can i use this tool: http://downloads.tomsguide.com/Hiren-s-Boot-CD,0301-51033.html

But why does that matter so much? Installation didn't even started, like i have to choose partition first, get settings done and stuff, before even installation starts. I assume those drivers comes in part when xp is installed and it's not working properly.

Also if it has to be done, can i burn it on cd, and have 2 cd's (one for xp, one for drivers), since usb won't work for some reason.

CD Disk is new, and i burned it today, so i thought same as you it's either hdd or ram, but how do i check if those actually work as intented? Do i use something like this ? http://downloads.tomsguide.com/Hiren-s-Boot-CD,0301-51033.html



It's Windows XP Service Pack 3 on the disk.
