Computer Boots for a Half-Second Then Shuts Off

I've gone through quite a few threads, and after reading all of them they always say its the PSU. I happened to have 2 spare ones and they do the exact same thing. The PC has been stripped to just the CPU, Motherboard, and PSU. No POST, only the flash of light from the LEDS for the second the PC boots and then it's off again. I've plugged in it to just the Motherboard power and it does the same thing.

Is there anything else I can do?

Yes, you can post the full system specs for starters. We are working blind without those!

Also say whether or not this is a new build, and if it was previously working okay or not.

MOBO: Asus P7P55D-E
Processor: Intel Core i7-875K Processor
PSU: E-Power EP-500PM
RAM: Patriot Signature Line 2GB DDR3 (x4)

And this PC was running fine until this started about 2 weeks ago.
