New Build Won't Boot - ASUS Z170 Pro Gaming Motherboard

I'm in the process of building 2 identical computers for my wife and myself. First one assembled no problem, got drivers updated, windows installed, etc, runs great. Assembled the second one and I can't get it to boot. The lights on the motherboard light up when I turn on the power supply, but pressing the power button does nothing (no fans, no beeps, no nothing).

A parts list:
Mobo: ASUS Z170 Pro Gaming
CPU: Intel i5 6600k
GPU: EVGA GeForce GTX 960 4GB
HDD: Samsung 850 EVO 250GB
PSU: Corsair 600W
RAM: Crucial Ballistix Sport 8GB Kit (4GBx2) DDR4 2400 MT/s

Since I have one working computer, I swapped in parts one by one and everything checked out. I even tested the power switches on both cases. Moving parts from the working computer to the other motherboard resulted in the same issue (no power to anything), so I chalked it up to a bad mobo. I RMA'd it back to Newegg and the replacement is doing the same thing.

Right now I have just the motherboard in the case with power going to it, the power switch connected, the small speaker that came with the case, and that's it (no CPU). The case fans are plugged into the PSU. Should there be any visible or audible indication when I turn it on? There's no CPU installed, so I was expecting an error beep. Again, the LEDs light up when I turn on the PSU, but I don't see any visible change when I hit the power button.

Do I need to install the CPU to test it? I was hoping to avoid installing the CPU cooling apparatus if possible since it's kind of a pain.

Bad PSU was my first thought, but it boots the other computer no problem. All case and CPU fans going, boots into windows just fine. Putting the PSU from the "good" computer into the "bad" one doesn't do anything.

Any other suggestions I can try? It's possible I got two bad motherboards, but that seems really unlikely. I can RMA it again if I need to, but that's another 2 weeks wasted and it might not fix the problem.

One thing I haven't tried is trying to boot with the motherboard out of the case. I'll give that a shot this evening, but if anyone has any other thoughts I'm all ears.

Never mind! I installed the CPU and RAM and everything worked fine.

I had read a thread on here about breadboarding when it originally wouldn't boot and thought I'd save time by testing just the motherboard. Instead that caused me to panic.
