New Mother board does not give power to cpu

My mother board Asus Z97-A does not give any power to my cpu which I know because it does not heat up when touching without a cooler. The psu and cpu are both fine working in my current build since i had to switch back to a older model board. I can not return the board since I layed it off until it was to late. Any fixes or checking to make sure its usable?

Well if it doesn't POST and/or cant see bios then that is a very bad sign... but can also be incompatibility with the cpu or isn't seated correctly, power cables not seated firmly. That's about all I got for suggestions

I didn't at first but I was originally testing if the cpu was dead on 2 mother boards because I know if it heats up thats already a good sign and I would never leave it on for more then a minute. I installed a after market cooler then stock cooler with no luck
