This may seem like a silly question. I have a 1500 watt power supply (corsair). Does the psu take a continuous 1500 watts, or does it only draw in the power your computer is actually using? My house circuit is 15 amps ~ 1800 watts. Keep in mind that two rooms are connected to the same circuit. The other room has a PS4 on almost 24/7 and lots of electricity is drawn from the second room. Will the circuit breakers keep shutting off the electricity, or am I fine?

Thanks! So how many watts does an i7 5930k, 2 gtx 980 ti sc, and 7 fans use?

Tactical993, just using what you posted, your cpu and 2 980Ti's in SLI your maximum power draw in wattage will be approx. 640 watts ( and that is Not based on any tests but simply the published maximum power draw of the three components).
Using this power configuration link: http://outervision.com/power-supply-calculator
and assuming an SSD, 2 7200 rpm HDD, a Corsair Hydro H100i AIO cooler, and 7 140mm fans, and one Blu-Ray drive: With the system running 16 hours per day it only shows a load of 812W.
You have lots of power headroom.
