1600 Mhz showing as 1333 Mhz in Task Manager and BIOS

Installed an 8 GB 1600 Mhz stick of ram into my computer (only ram in it) and the computer reads it as only 1333 in both Task Manager and BIOS. Tried out CPU-Z and it also indicates that it's running at 1333 (says the DRAM frequency is ~672 Mhz). The BIOS options for my computer don't seem to give me an option to adjust ram settings in any way. What can I do?

According to CPU-Z, I'm running a HP-216B, which according to this link (http://support.hp.com/rs-en/document/c04230073) seems to indicate that it can run 1600 Mhz.

I've updated the BIOS to the most current version already, it didn't help. I don't see any options regarding custom memory. What I end up seeing in BIOS looks like this:

This looks promising, I'll try this. What should I change once I can access the BIOS to get my computer to recognize the 1600 mhz RAM?
