New graphics card not working

New card - AMD Radeon R9 270

Pc specs:
Windows 7 Ultimate 64 bit
Motherboard - ASRock 980DE3/U3S3
Processor - AMD FX-4300 3.8GHz Quad-Core
Power supply - EVGA 600w
Old graphics card - AMD Radeon HD 5054

No matter what I do, my monitor continues to say "no input" when the new card is in, but always works for the old card. The PSU, CPU, and motherboard were bought just to run the new card. They were selected based on compatibility info provided by pcpartpicker.com. Yes, I made sure the PSU is connected to the card. I have tried uninstalling the old driver first like recommended, still no display. Old card works immediately even after driver was uninstalled from when attempting to get the new card to work and displays normally after reinstalling it's driver.

The pc will start up and make all the normal sounds, but will not send signal to the monitor. Tried uninstalling old driver and starting up in safe mode with the new card just now, but still the same "No Input". Old card still starts up with no problems.

To add to this, I have also made sure everything is plugged in firmly. Everything looks and sounds normal during boot up with the new card except the "No Input" message on my monitor.

I know the monitor and motherboard work together. I am currently using them as I type this. Everything works fine together, except the new card. Even after the graphics drivers have been uninstalled, my old card still allows signal to the monitor (looks like safe mode though until I reinstall it's driver). The new one will not allow signal no matter what I do.

if it works with the new card and plugged into the motherboard try playing a game to see if the card is being used

You misunderstood. Everything works together EXCEPT the new card. The monitor will not display anything when the new card is in. It only works when using the integrated graphics of the motherboard or the old Radeon HD 5450 card. The new Radeon R9 270 is the only part not working with my pc.

oh ok um i guess try safe mode thats really all i can think of or try the card in a different pc to see if its the card or the pc

Already tried safe mode. I don't own another pc to test it on. I had to spend about $300 just to buy all the upgrades to make this pc compatible for the new card. I know it isn't my pc because all the parts are compatible with the new card and they all work perfectly fine with my current graphics card. It's either the brand new card is defective or there is a process necessary to make it play nice with my pc.

It should be. Though, throughout my search for a solution I found many people having the same issue with the same card and other Radeon R9 2xx series cards. Did AMD drop the ball on the whole series? If so, this information needs to be spread so that less people waste their time on a defective series.

i think it is a defective gpu thats really all i can think of at this point
 
Never had that issue with my 2 290X cards or three 390X cards. I do have a similar issue I'm working on a 2005 computer though (which has no mobo display) changing gpu/RAM did nothing, so I got a new 3200+ proc, mobo, and copy of XP, to try and figure it out. Haven't gotten around to it yet, but I sympathize that is no fun.

The problem with that though is I need to know for sure before I go through the process of sending it back for a replacement.

I have attempted to do that. At the BIOS screen it has a button for flashing the BIOS but will not do anything when I click it.

Usually you have to download the current BIOS file to a USB thumb drive, then access the flash screen with the USB drive inserted. Before you go to all that trouble, make sure there actually is a more current BIOS available.

Well, it seems I might be making progress. I finally found a way to update BIOS and did that. Then I again repeated the steps recommended for installing a new card. This time it did not stay on the "no Input", but it still didn't work correctly. The top left 1/4 of the screen displayed a pixelated array of colors that resemble what you'd see if you pulled the game cartridge out of an old game consol while the game was running. The pixels moved in a way that looked like it was trying to display it's normal bootup checklist, but it never reached a point where it displayed normally. I assumed the card just wasn't seated all the way, so I shut it back down and tried booting it multiple times after adjusting it each time. It went back to it's "no input" issue after that one and only time it displayed anything with the new card. Any ideas?
