My pc is is locking up

Not sure if this is the place to be putting this. But, my pc has been acting up on me lately and not sure what to do. My pc recently had a blue screen and ever since then my computer has been getting random hiccups where the whole system will lag. At first i thought it was just chrome when was watching youtube vids the audio would clip and skip. Then it started to mess with my games whenever I am playing games like csgo I get random spergs of lag where my fps drops from constant 300 down to 100 but its not 100fps its more like 3. Don't think its my cpu becasue i got this cpu and motherboard not even a year ago. I think it is most likely my ram or hard drive from what I have read online but I couldnt find any fixes so if I have to buy new hardware i figured i would come to toms to see if someone could help me figure out what to do. I also just installed windows 10 and was wondering if there is a way to just clear my harddrive like when i had windows 7 and would just reinstall it.
