Mobo is Asrock H9M PRO4, one gpu, i5, wattage should certainly not be an issue.
Just received a new one from Corsair to try and solve this problem but it did not help. Withe the old one, (same model) Sometimes I would hear buzzing coming from the PSU (its not coming from the gpu) when scrolling, I almost think I heard this one doing the same earlier but Ive only been using it for ~2 hours.

But when I open my trading software ThinkorSwim, and move my mouse over the charts I get a buzzing sound, still buzzes when moving mouse over them and monitors are turned off. The only thing I could think that may no be properly wired are my two case fans im running off of a 6 pin that goes straight to my psu? 3pin>3pin molex adapter>6pin to molex>"sata & peripheral" 6 pin spot on psu, this couldnt be the problem could it? I read on one forum that it may have something to do with the power saving settings of the mobo but that the problems were with asus motherboards have tried other outlets. Any help greatly appreciated. (solution = $5 paypal ((if I have it, ill check)))

Solution
Are you sure the sound doesnt come from your videocard? I got this issue (is called coil whine) in some intro movies in some games (Total War: Shogun 2, Darsiders 2) but just in the intro movies, not in teh actual game. This may be your case.

Edit: To be sure it is not your videocard, remove your gpu and run the software on the integrated card.

How do I run a stress test? likely googleable* anyways

Also yes its a very electric noise, nothing like a fan and begins immediately when I move my mouse over charts and ends immediately when I stop

The only noise while it was testing was some fan likely cpu speeding up for a bit.
Mob: Asrock H97m PRO4
CPU: i54690k
SSD: Samsung 850 evo 250gb
GPU: If you search the name a similar model may show up. Its this http://www.tomshardware.com/reviews/sapphire-radeon-dual-x-r9-280,3914.html

Just noticed I went to log out of my trading software and when the "log out" window popped up, thw software it self was no longer "interactive?" meaning when i would move my mouse over the chart the coordinates of the pointers location that usually appear wherever it is (volume, price) no longer appeared, I couldnt use the software, and there was no buzzing sound.

Well fuck. Just to be clear the noise and main problem is when I move the mouse, not scroll. I just noticed mainly with the old one it also made the noise just not as loud when scrolling.

It stayed in the low 20s when moving around on a chart while making noise. Got up to 77% while the program was loading up though if that is significant

I will try this tomorrow when I feel like taking it apart. thanks, how easy is it to turn on mobo graphics / back to gpu?

It will automacally activate when you remove your big card.
And when you put it back it will deactivated automatically but be sure to plug de video cable into the right videocard. When you remove the videocard you muct plug the video cable into the motherbord video conection in the back panel and when you indert back your videocard to plug the video cable back into the big videocard

Finally got around to doing it. No more noise. Im still 99% positive the sound was coming from the video card and the power supply just didnt like it or something but never the less. I know very little about onboard graphics but honestly if theyre half decent theyll likely be good enough for what I use the computer for. No gaming. Most intensive thing would probably be 1080p 60 fps youtube videos. Why do I not have sound now? to my knowledge the gpu doesnt have anything to do with audio and that that was the job of the mobo? Ill read the manual, I would still rather run off of the graphics card if possible. One more thing I think may have been the problem was I am using a 8 pin to 2x 6+2 pin pcie connector :The two second to the left in this picture http://www.ocaholic.ch/modules/xcgal/albums/userpics/PSUs/Corsair/CX750M/Corsair_CX750M_06.jpg

And I was just bending away the +2 on them because my card takes two 6 pins, even with those not going into the card am I still giving it too much watts? GPU box says two 75watt 6 pins are recommended. This is waht it says for the PSU on newegg "Includes 6-pin, 8-pin, and 6+2-pin, for use with high-end video cards. Each PCI Express 6-pin connector can output a maximum of 75 W. And each PCI Express 8-pin (6+2-pin) connector can output a maximum of 150 W."

ill definitely get you $5 if you have paypal . And I really appreciate turkey scratch' help. Was going crazy over this
