Do hardware components influence the amount of random bugs ?

Hello,

We have two PCs that have approximately the same performances. About the same processor, same RAM (4Go), except that one has the OS running on an old 250 GB hard disk, the other one on a SSD.

Both have exactly the same OS (win7), installed from the same iso, and both have almost the same softwares installed. Just basic stuff like Office.
But on the a-bit-older PC (hard disk), some programs such as Adobe PDF and Office 365 seem to have so many more random bugs than the other one who never suffers. Only random bugs, like windows not showing up, become unclickable, or not opening the right file, etc. and it's all random bugs i've never seen before and am unable to reproduce. It's stunning how it always happens on the older PC, tho they have had the exact same installation.

Does hardware matter that much ? Considering both really have similar components
Should I try to reinstall softwares ? Or better throw the pc away ?
