Like the tittle says I need some suggestions for a budget build

I'll be playing LoL and CSGO
*** TAKE NOTES THAT IM NOT INTERESTED IN HIGH GRAPHICS ***
I'm putting everything low in most games i play, the max I might do is playing LoL "mid performance" and for CSGO it's always everything low and OFF.
I also already have a 144hz monitor (ASUS VG248QE) **SIDENOTES When it comes to more than 144fps is useless well for my human eyes 250 is 2x smoother so i don't know how people come to that conclusion but i had powerful PC'S in the past and it's definitely smoother with higher fps the feeling of having 200+ constant is really good**
- Do not include iOS/Accessories etc..
- Any brand
- Looking for a smooth CS experience with my VG248 in low graphics ofc
- I live CANADA if it helps you for prizes and I'm most likely gonna get all the parts on newe** and amaz**
- The most cheap possible with the best gaming performances in the 400$ range. Bit less or more doesn't really matter if it make a difference on the performances.
