GA-990FX-UD3 MOBO replacement, Board may be busted

This is a two part question.

This first part is that I'm comparing two boards as replacements, as I have had this board for a number of years and its probably time to update anyways. I am stuck between the MSI and Gigabyte 990FX-Gaming boards. They're priced comparably and within my range. (Other recommendations for a similar board around $150 are also welcome, just don't tell me to switch to intel. I just update my chip, I'm not buying another.) Do these boards have an issues I should be aware of? Are there any major differences performance-wise that I should know? Is one just plain better than the other?

The second part is that I'd like to know if the symptoms I am experiencing are indicative of a bad MOBO. Here are the symptoms: Long boot time, kind of excruciatingly long. It will start up, turn off, start up again then boot. Sometimes it will turn off yet another time and then boot.

When it starts up, only the fans and LEDs will turn. The HDD does not spin up and my watercooler will not turn on either, the watercooler is USB controlled. I do not see the BIOS screen and the monitor does not display a signal. Does this, in fact, suggest that the MOBO is done for?

The odd thing is that is has done this start up, turn off, start up, boot process since I got the thing. Though it has been getting worse over the years. Does the cycle of start up turn off, start up more often, longer boot times, etc.

My setup is a GA-990FX-UD3 MOBO, a FX 8350, a GTX 970 FTW, a EVGA Supernova 850 watt, two sticks of Crucial 8gb Elite and a Thermalmaster water 2.0 extreme. I do overclock, but this problem persists even when the overclock is disabled.
