If I have 1 4X NVME M.2 SSD and 2 GTX970 Video cards will they run at full speed
on a C236 chipset
board

The GPU's get their pcie lanes from the processor, which is limited to 16 lanes, but the m.2 port gets its 4 lanes from the chipset and aren't shared with anything else.

You'll be fine. The only 'performance' degradation is the two GPU's running in x8 {which isn't a problem at all}
It has 16 PCIe lanes. SO if you have nothing else plugged in, and you have two video cards, they are probably already running in 8x and 8x mode for SLI so if you add that one of the video cards will drop to 4x one will be 8x and then the M.2 will get 4x. Going from 16x to 8x on PCIe their is no performance difference, but not sure about a drop to 4x. You may lose performance.
