FPS drops and stuttering, not getting the fps I should be

Hello,

Here is my situation, quite a while ago i decided that I was going to build myself a PC, I then decided to go along with this plan. I then built an entry level computer nothing too fancy. A couple of months ago I was helping one of my friends build their PC as well and this gave me a chance to get some upgrades (gave him some of my old parts)

So my rig at the moment is:
GPU: Powercolor R9 390
CPU: AMD fx-8350
8GB RAM
Motherboard: Asus M5A78L-M
250GB SSD
1TB internal hard drive
Cooler Master Hyper 212 EVO (My CPU is not overclocked just the factory CPU cooler was really loud so I got this to make my PC run quieter and not as hot)

Now for the problem, I've played quite a few games on this PC and as I play most things seem fine however in almost all games (CSGO, GTA 5, Minecraft) I get occasional stuttering, in other words my fps drops a lot, this happens once or twice every two minutes for about 10 seconds or so. The main game that I play is CSGO so most of the solutions that I've tried so far were specific to that game. If you have any other questions or any further details are needed please feel free to ask. I am starting to lose all faith in this computer so any help would be much appreciated.

Run prime95 in max heat mode to see if your cpu is not thermal throtteling(monitor its speed in cpuz. it should never drop while prime is running.) If it does, make sure your cooler is seated properly and with good thermal apste as this sounds like a thermal throtteling issue.
