Power Problem With My Custom Built Computer!

Hello. I have a problem with my computer I am building where it will, after I've pressed the power button, turn on for a split second, you hear a click come from the power supply, then the fans will stop whirling and everything just turns off (Aside from the motherboard's power light). Specs:
PhantomATX Full Tower Case
Asus Z170 Mini ATX Motherboard
32 GB of HyperX RAM
Intel Core I5 6500
EVGA 850 P2 Supernova Platinum PSU
LG Blu-Ray Drive
Integrated Graphics Only
I do not currently have an installed hard drive, or any of the software for the motherboard (obviously, as I can't with this problem in the way.).
 
Solution
The paste is not the problem. Even without it or heatsink the pc would probably turn on. Did you check the cpu socket for bent/broken pins? Remove everything but the cpu and one stick of memory (check manual to see mem slot usage). See if anything changes. Provided that everything is new/out of the box, i am thinking that the problem would be either the board or the psu. It is relatively rare for a cpu to be faulty.

The fact that hear a click from the psu means that a safety kicks in. As Bruno said check all cables. Also very important, if cabling is correct, is to remove the entire motherboard and check if the standoff are correctly in place or if there is something stuck behind the motherboard. It could be a short a circuit.

I unscrewed the motherboard, unplugged everything then plugged it back in, pushed the power button and it does the exact same thing. Checked the thermal paste and it looks like it was applied correctly, though there are a few spots where it didn't reach the CPU/fan in/near the middle.
