New high end PC only runs 10-30 FPS

Okay deities of the internet, I need you're help.
I had my computer custom made on the high(er) end of the PC spectrum. I was planning to use this rig for recording music and videos, editing and gaming. After spending a couple hundred hours and quite a few pretty pennies on it, I have found that any game I try to play only runs 10-30 FPS even when set to the lowest graphical setting. (Examples are, Skyrim, Oblivion, Dark Souls, Bioshock, Rebel Galaxy, etc.) ((Rainbow six siege wont even hit 10 FPS))
I have updated all my drivers and have looked around for answers for the last couple months. I purchased this rig about half a year ago and I'm at my wits end. I just don't understand why my computer refuses to be able to handle even the simplest of settings...
Any suggestions are greatly appreciated. Thank you in advance!

Make sure you connect your monitor to the discrete GPUs connectors and not the motherboard's. The level of performance you describe would be consistent with running games on an integrated Intel GPU.

When did this start in the past 1/2 year?

Have your done the following:
1-did you update video card drivers?
2-did you update Microsoft Visual C++
3-Is Microsoft NetFrameWork v4.5 installed?
4-did you update DirectX?
5-install the latest game patch?

It ran fine for the first month or two, and then it took a nose dive from there.

All my drivers are up to date.
I've updated Microsoft Visual C++.
Microsoft NetFrameWork v4.6 is installed.
DirectX is current
And the games are set to update as soon as a patch is released.

This is what I was going to suggest as well. It sounds like you may be running off the i7's integrated graphics instead of the 980 Ti. That machine should be a beast in any game and the only one you mentioned that is even slightly demanding is Rainbow Six Siege. Your build shouldn't have trouble with that game, let alone any of the others you mentioned.

You need to make sure that your monitor is plugged directly into the 980 Ti. If it is plugged into the motherboard you are running on the i7.

Thanks for the help fellas. :) It amazes me how such a small thing went right by me unnoticed. That's the last time that I read the instructions to set up a computer...
