i've read that i need to access to my BIOS and change the hard drive priority.
but i cant even access it becuz once i boot my pc it shows black screen with "Reboot and select proper boot device" and i cant access anything .
i didnt install anything at all . no windows no updates . just build my pc and the first time i turned it on this happend

my build:
MOBO:Gigabyte B85-D3H
CPU:intel i5 4690k
GPU:Gigabyte gtx 970
Hard drive:WD 1TB 7200 RPM SATA 6 Gb/s 64MB Cache 3.5 Inch
SSD:120G kingston
PSU: EVGA 600 BRONZE
MEMORY:HYPERX 8GB (one not two)

Solution
Okay.

Going back a step to this:

"i didnt install anything at all . no windows no updates . just build my pc and the first time i turned it on this happend"

The SSD and HDD are both blank? Brand new, unused or just newly formatted?

My initial impression (perhaps wrongly) was that either the SSD or HDD were already installed with an OS.

If you have not installed anything (i.e., an OS) then you must do so. When your computer boots it looks for an OS on the available hard drives and then on USB drives or optical media. (The order is specified via BIOS, the devices must be physically present, and permitted to be bootable.)

Do you have a valid Windows installation DVD? Or some other intended OS?

Your computer needs to find that...

Which drive is the intended boot drive: The WD HDD or the Kingston SSD?

Disconnect the "not the boot drive" and again ensure that the boot drive is properly connected for both power and data. New connections can appear and perhaps feel tightly connected when they actually are not properly connected. Use the SATA 0 connection on the motherboard.

Also you should be able to get into the BIOS screens during boot up by continually tapping either the F2 or the F10 key once you have pressed the start button. (If the screen does not initially display the required key then check the manual.)

is it possible that there is a defect in my SSD and HDD?

Your computer needs to find that bootable source and then should lead you through the Windows OS installation on the intended drive. I would expect that you would install on the SSD as the primary drive c:.

What has been done so far?
