CPU Fan Error (Constantly Spinning Maximum Power)

I was wondering if anyone could please provide any ideas to the problem I've been having with my PC. I have tried on another forum but no one seems to be able to help.

The problem started when I had to force turn off the PC from the external power button. Its a long explanation why I had to do this, but its something I do rarely as I know the damage it can cause.

Anyway, I was getting the error message i think it was along the lines of 'CMOS Checksum Bad'. I continued and the next time I restarted, the CPU fan (which will normally spin full max for a second and then slow down) went to maximum fan speed constantly. I can tell its the CPU fan because I can feel the extra power at the vent at the side of my PC. And this even happens on a cold boot.

I did some research and I removed the motherboard battery (thinking that this might be the problem) and replaced it. An error came up saying 'CMOS error incorrect time' I think it was. Now when i ignore this, obviously the time and date are wrong on my PC, however I can use the computer without the loud fan noise. I left my PC on for a few days (I normally do this anyway) without any problems. Until I had to do a driver update, then after restarting, the same problem.

I just bought a new batttery for the motherboard, thinking this was the problem. I changed them over, got the Error message about the date and time, so I inputted the correct time and date through BIOS, and then once I saved and the PC restarted, the fan is making the same spinning noises (max speed) again.

I know its spinning at a higher speed because I have found out its running at 4000RPM and normally its about 1000RPM (I think).

I would be greatful for any info at all really.

wat is ur mb specs cud be blown fuse or solder on 1ur pins in ur mb causing it to keep spinning wont be ur os 10pro prety full proof sound like mb fault more

Since posting I have

Cleared the CMOS which seems to work until I restart then it kicks in again, or until I reset the time

Flash the bios, I already have the last updated firmware for my Bios

Viruses aren't the issue, iv even downgraded from Windows 10 to Windows 7, and wiped the drive and created a new partition, the fan spun maximum speed throughout reinstallation of Windows.

As for the fan setting, when going in the bios the only setting is for smart fan, which iv tried on an off to no joy!
