Temperature Issue CPU fan's problem.

I have a new type of problem but not a joke..
My cpu temperature rises much high @ load(like playing games,watching HD bluray movies etc.) but processor fan 's speed doesn't increase enough to cool down
the processor.
I found this issue in my pc when i saw this notification

To fix the problem i reset the bios but it doesn't help, problem remains same. I'm using stock cooler.
I attach 2 pics in which you can see the temperature changes (ignore performance monitor). I use "real temp" for monitoring temperature and "Intel desktop utilities" for fans rpm and "burn in test" for load.

PC Specs= Intel Core i3 540
Intel DH55PJ
8 GB DDR3 (1333 mhz)
Amd Radeon 5450{Thinking To change it with Nvidia 750 ti}
450 W PSU {+12v 20A,-12v 0.5A,+5v 40A,-5v 0.5A, +3.3v 28A,+5vSB 2A}
750 GB HDD
LG W1943 (18.5 inch)

Hello... that why... you can drop 20c or more with something else... or run your Computer with the case side open?

2) Sometimes they come loose from the back of the MB... they are using just plastic pins to hold your cooler on the Cpu... aftermarket will be a screw down insert plate to the back of your MB... highly recommended in your situation.

That temp wont harm your CPU or motherboard (On short-term at least). You can buy a good thermal paste (Thermaltake MX-4 or Arctic Silver 5 are good ones) and replace the one under the heat sink.

There is a software called SpeedFan which allows you to manually set the speed of your fan, it also has many other options.
