Computer started stuttering/overheating when playing games

Hi. Basically, I have a very decent custom built rig (water cooled i7 4790k, gtx 980, 8 GB RAM, on an Asus B85M-E/CSM mobo), that never had any issues with games. I primarily play cs:go, but it can crunch bf4 on high setting at 60 FPS 1080p. Either way, csgo always ran smooth as butter, 290-300 FPS steady. Now, all of a sudden, the computer started micro-stuttering when playing csgo. It feels stuttery when moving, kind of like lag, except I know for a fact it's not. The fan for the water cooler goes crazy like it's over heating. I would seriously appreciate any help I can get!

I have run anti-virus, optimization software, checked/cleaned dust, and even reapplied thermal paste. Didn't help. No clue what's going on. Thanks guys!

Yes. I have. I mean I'll try again, but I doubt that's the issue.

updated my GPU driver the second I started stuttering. Any other drivers I should be concerned about?
