gtx 970 strix one fan spins at max

my strix 970's fan that is near the io spins at max rpm while the other fan is at 0 rpm
both fans should be at 0 rpm until 60 C (0db feature)
controlling the fan speed through msi afterburner/gpu tweek can only control the 0 rpm fan the other one spins at max no matter what

can you help me please i have tried plugging the card into a different pcie slot but the problem is the same
I'm running latest nvidia drivers and I'm pretty sure its not a software problem cuz i did a clean install of win10 and drivers

searching around the Internet someone that has a similar issue to me fixed it by unpluging the fan connection on the pcb and plugged it back

looking around my card i noticed the following: the normal fan is connected directly to the fan connector on the pcb
the other fan (the one with the problem) is connected to an extention that connects it to the fan connector on the pcb
i want to unplug it and plug it back but it's kinda difficult and i don't want to damage my card. should i do it ? any advise is welcomed

please note i can't RMA/return it because i live in iraq and the shipping is very expensive (almost the price of a new card)

the card runs normally in all games without any problems just its noisy due to this fan problem

Fans that are controlled are 4pin fans, so if the 4th wire which is commonly yellow is loose or not connected properly the fan will spin at max, try taking your gpu out and try push the wire into the connector so that its not loose

Okay well try apllying a little force onto the connector of the fan maybe it is not properly inserted.
Since when did this start, was both spinning before? and why dont you try downgrading to the previous driver software if both fans where spinning before

I tried applying force on the connectors it didn't work
This problem was present since i got the card.
I found replacement fans for strix 970 on amazon should i get them and replace the faulty fan ?
Any advice is appreciated
