hi guys m gonna make a skylake build soon... my config would be..
i5 6600k oc to 4.5/6
corsair h100i gtx
asus z170 maximus 8 ranger
g skill ripjaws 4 3200mhz 8gb ddr4
asus strix 980ti (after a few months)
1tb hdd and 120 gb ssd
carbide 300r

how much power will it consume.. checked on some psu calculator n says 837 or so.. should i go with the best budget psu available is antec hcg 900w only have tier 2 in my city in my budget or should i raise my budget to go for cheapest available corsair rm1000x than its 850w.

Less than you think; perhaps 600w unless you are planning on sli which I do not recommend.
Here is a handy chart:
http://www.realhardtechx.com/index_archivos/Page362.htm
I have no problem overprovisioning a PSU a bit. Say 20%.
It will run cooler, quieter, and more efficiently in the middle third of it's range.
A PSU will only use the wattage demanded of it, regardless of it's max capability.

Some comments on your build:
1. No need for liquid cooling.
A simple air cooler with a 120 or 140mm fan will do the job.

2. As of 2/16/16
What percent can get an overclock at a somewhat sane 1.40v Vcore.
I5-6600K
4.9 11%
4.8 38%
4.7 70%
4.6 83%

3. 120gb is too small today for a ssd for windows.
240gb at least. Perhaps with newer lower prices 500gb and defer on the hard drive until you actually need to store large files.
Samsung evo is likely more reliable.

4. stick with 1.2v ram. Faster ram needs more voltage and eats into your oc headroom.
Faster than 2400 is not all that helpful.

i saw the ram link.... not understood all of it bt got lil bit of idea.... with gpu the 3200mhz will be useless bt for a month or 2 wont be having a gpu... so will depend on the integrated till then... so the high freq will be better as compared to the 2400... i juz didnt understand this part of what you said "Faster ram needs more voltage and eats into your oc headroom." is the oc for my cpu or ram.. coz wont oc ram... plus which is better ripjaws 4 or 5 coz 4 is much cheaper... ;P...

As for the ssd... m gonna have only basic video audio cleaner antivrus ms office etc software for daily use and not other editing software except corel draw if necessary... hdd is req for storing games nd movies etc... so i think 120gb will be enough coz my current c drive is only 37gb approx 6 old hdd still working..... bt still correct me if m wrong... i watch movies/anime and play games n other daily stuffs...

hi guys juz found out that the corsair rm750x is almost the same price as the antec hcg900.... and also its tier 1.. (i hope)... will it be enough for 1 gpu 980ti and noctura nh-14s or 12s or a cm 212x (as per availability) cpu cooler rather than a water cooler.. to oc the 6600k to about 4.5 or so if possible..... and other ssd case fans etc... to provide power or should a 850w be useful.. antec hcg 850w same price as the hcg 900w....
