- Will ALWAYS be playing games on 1080 p

- Will NEVER overclock

- Would like to play at 60 FPS with High/Ultra settings.

- Looking for a UPGRADE from the R9 270x Club Edition that is worth it.

Solution
The R9 390 would be the answer for 60 fps high/ultra right now. A R9 390X or R9 Fury or R9 Nano would last a bit longer but jacks up the price. GTX 980 is also an option, but rather poorly priced.

I'd stay away from the Fury(X), AMD has said themselves 1080p does not take advantage of the HBM architecture, so unless you're on 4k it's not worth. As for the above, if money isn't an issue, just get a 980ti.
But, I agree with the other posters: 970, 390, or 390x. Personally, if you're okay with the price increase, 390x.

avoid the fury/x i would for 60fps a 390x if you will overclock to the fastest boost clock or oc mode that is factory recommended get a 970 its the best for your money
if you dont want to overclock at all get a 390x if you want to overclock (you change your mind) get a 970
