Can't select boot device

I just built a PC, but I can't install the OS. I've tried putting a Windows 10 ISO onto a USB drive, then selecting it as the boot device, but there's no USB option in the boot menu (even in HDDs)

After that I tried uploading a new ISO to a DVD disk and using my friend's optical drive to install it.
The drive showed up, but when I went to the boot menu (F11 on startup) the screen would only flash upon selecting the disk.

After that, I thought maybe my USB drive was formatted incorrectly therefore causing it to not show up in the boot menu, so I used RUFUS to format it with a new ISO. After that it still would not show up.

I even tried using my friend's hard drive to boot with, but it would only do the same as the disk drive upon selection.

Any suggestions will help. I'll upload pictures or videos if anyone needs more information.

with newer mb make sure the bios is set to efi and legacy boot under boot tab or option. make sure secure boot is off. if the mb has usb 2.0 ports try one of those ports. also try another brand off usb sticks. also check the age of the bios file on the mb make sure you have the newest one installed to rule out a bios bug. in the bios make sure the sata ports set to achi mode and under usb ports make sure there set to full on at power up and echi handoff is set to full on.

What would help Velln.

Is if you posted the brand name of the motherboard, and the board number model.
Someone can then look at the manual that came with the board and tell you how to set it up so you can boot from a USB or a DVD disk to install windows. And list the settings in the bios you need to change to get it all working.
