I have 2 bit old PCs. No idea what brand they are. Can i use parts from them, to make a decent gaming PC? Also, if i can, how? And do i need to and can i buy cheap parts to make the computer better? If yes, where and what?

If you can't tell us what parts you have, we can't help you. It's like saying "I have some spare parts lying around, do you think I can build a bicycle?" No one can say without knowing what those parts are.

That being said, if the other PC is anything like the first one, it's doubtful you'll be able to salvage much out of either of them. That CPU you listed is probably ~10 years old, which means the RAM and motherboard are going to be very outdated as well. PSU is probably too old to recommend putting in a new build. The only thing I can think of that you may be able to carry over is the case. Maybe the CD drive if it has one, but only if it uses a SATA connection (and it may very well use the older PATA connection). Other than...

How can anyone recommend what you need to do or buy, without knowing what you have?

"2 PCs that have all the parts"...OK, great. This tells me nothing.
We'd need an exact parts list. Make and model, of everything.
