If you can't tell us what parts you have, we can't help you. It's like saying "I have some spare parts lying around, do you think I can build a bicycle?" No one can say without knowing what those parts are.
That being said, if the other PC is anything like the first one, it's doubtful you'll be able to salvage much out of either of them. That CPU you listed is probably ~10 years old, which means the RAM and motherboard are going to be very outdated as well. PSU is probably too old to recommend putting in a new build.
