AMD GPU causing horizontal lines on monitor?

Hi guys! So I've been having this bizarre problem with my monitor and gpu. I have a temporary fix but it should not be necessary.

Monitors:
Asus VG248QE 144hz (the problem is much more noticeable on this one)
An old 60hz dell monitor

GPU: AMD Radeon R9 290 (Sapphire Tri-X)

Anyway the problem is that I have these weird horizontal lines on my monitor during normal use. I thought it was just a problem with the cable or something, but now I've noticed something very strange. It pretty much stops when I turn on a game. Weird right? So for now I've been turning on Portal and running it in the background and it mostly resolves the issue (flickering here or there but tolerable at least). This leads me to believe that there is a problem with my graphics card.

Basically what I want to know is:
-Has anyone had this problem before and know how to fix it?
-Is this a common problem?
-What can I do about it? I've only had this build for about a month and the GPU came brand new from eBay (I know, risky from eBay, but I got it for a very good discount and works well in games, just this problem).

Solution
You may want to check with the monitor and video card support, seems like the refresh rate is not synced properly or the cable you are using is faulty and can't carry the larger amount of info that a higher refresh rate needs.
What power supply do you have? Did you do anything aside from testing it with running a game? Did you try a different connection type? New drivers? Old drivers? BIOS update on the motherboard? Test with RAM one stick at a time? Is anything overclocked?

Sorry for the late reply, haven't had to time to reply with work and stuff... Everything was brand new and the problem started to become prevalent when I enabled 144hz on my monitor. Running games seem to be that only stop these weird lines coming up so thats how i know that it can't really be a monitor or cable problem (it also comes up on my other screen occasionally since I have 2 monitors). It doesn't seem to happen connecting to the motherboard hdmi but then again its only 60hz with that cable so I can't really tell... I have tried different drivers for it, the one that came on the CD that it came with and the newest one, and both have this issue. Nothing is overclocked (at least I assume so since I don't really know how to do that and was intending to do so). I have yet to try the BIOS update or testing one RAM stick at a time so I'll get back to you on that.... Thanks!!
