new build graphics card question

recently i installed a gtx 970 on my new build, but i constantly find the fans "clicking" or starting and being locked in place(note i have not installed the os) is this normal or is this a problem i should be worried about

Once u have the OS up and running, download a program called Msi Afterburner, were you can change around the settings of the card, to stop noise and lower the speed
