Need to upgrade a video card

I currently have an ASUS CM6870-US-3AD Desktop and need to upgrade the video card and power supply. This model has an NVIDIA GeForce GT620 2GB [although the PC only recognizes 1GB].

I'd like to go up to a 4GB card if possible with this motherboard.

I am also wondering if I should upgrade or just get a new PC, as this one is a bit dated.

The model I found showed an Ivy Bridge i7 CPU - no need to upgrade that. However, the exact GPU to get depends on the games you play and the resolution you plat at. A GTX 750 Ti will work with your current PSU, but you'll need a more powerful PSU if you want a more potent GPU.
